Allow configuring search paths

Description

It should be possible to configure the search path for external libraries:

  • Globally (In the Preferences dialog)
  • Per notebook (In Notebook Properties)

See http://groups.google.com/group/reinteract/browse_thread/thread/6c725d545affa552 for a problem that points out the need; the user's PYTHONPATH wasn't picked up since they were launching Reinteract through the GUI.
